President commends European Council’s agreement on climate change package

Brussels - President Valdas Adamkus and Prime Minister Andrius Kubilius of Lithuania attended the second session of the European Council meeting. Today the European Council was deciding on energy and climate change package and the European Economic Recovery Plan. 

President Adamkus commended the agreement reached by the EU leaders concerning the climate change package which was developed in the spirit of solidarity in the EU and by demonstrating due concern for member-specific problems. This document reflects the specific situation that Lithuania will get into after closure of the Ignalina Nuclear Power Plant. 

"It is important that the European Union appreciates and has taken due regard of our problems that we will face after the final shutdown of the Ignalina NPP reactors. The European Council granted, by a separate decision, additional carbon quotas to Lithuania, thus easing substantially the situation for Lithuanian people and businesses beyond 2009," Lithuania's President underlined.

Pollution quotas to be granted to Lithuania will depend on the needs of its industry and people.

Other factors crucial to Lithuania were also taken into account in allocating pollution quotas, such as  Lithuania's being an energy island, lower-than-average GDP, and the progress made in mitigating climate change. 

The European Council also approved the European Economic Recovery Plan which envisages allocating additional resources from the EU budget for developing infrastructure and boosting its efficiency.

According to President Adamkus, Lithuania must make every effort towards the construction of Baltic energy links from Lithuania to Sweden and Poland before 2015. "Now that the European Union, having acknowledged our exceptional situation, has decided to allocate funds for this purpose, we become responsible for a faster implementation of this strategic goal," the President said.

The Economic Recovery Plan also envisages allocating additional EU budget resources for the development of broad-band internet connections. Other measures to be taken include simplification of Structural Funds absorption procedures, implementation of structural economic reforms in Member States, promotion of investment in research, education and other areas.
